Job Description
Duty Station: Katakwi, Uganda (with a 50/50 split in support between the Teso and Karamoja field offices)
Job Summary:
Welthungerhilfe (WHH) is seeking a Finance Officer to be based in Katakwi or Moroto. This role is central to implementing effective and auditable financial management standards across programs in the Teso and Karamoja regions. The officer will ensure all financial and administrative processes comply with WHH and donor regulations, providing crucial support to project heads and the finance department. The initial contract is until June 30, 2026, with the position starting on January 1, 2026. Any extension is contingent on performance and funding.
Key Responsibilities:
- Serve as the focal point for financial administration oversight in the assigned area.
- Manage project funds in accordance with WHH and donor guidelines.
- Oversee and ensure the accuracy and timeliness of data documentation, account assignment, and bookkeeping entries.
- Prepare and book monthly personnel and office cost-sharing allocations.
- Conduct refinancing controlling and support budget control and the preparation of annual financial statements.
- Formulate project budgets, amendments, and donor financial reports.
- Manage project setups and modifications within the financial system.
- Review and approve payments, vouchers, and statutory deductions for compliance and accuracy.
- Reconcile and file statutory returns monthly.
- Review procurement requests and contracts for budget availability and compliance.
- Provide financial training, mentoring, and technical support to both finance and non-finance staff.
- Monitor inventory, equipment, and asset records to ensure regulatory compliance.
- Offer technical support for partner budgeting and financial reporting, and conduct first-level reviews of partner vouchers and reports.
- Support internal and external audits and the implementation of audit recommendations.
Qualifications, Education, and Competencies:
- A Bachelor’s degree in Accounting, Finance, or Economics from a recognized institution.
- Professional qualifications such as CPA, CIMA, or ACCA (or progress towards them) are highly advantageous.
- A minimum of five years of experience in project financial administration, preferably within an international NGO.
- Proven experience managing grants from institutional donors (e.g., BMZ, AA, GIZ, EU, UN).
- Proficiency in financial software and Office 365 applications.
- Demonstrated integrity, professionalism, and strong interpersonal and advisory skills.
- Must be self-driven, organized, creative, and a proactive team player with experience in supervising finance staff.
- Ability to work effectively under pressure to meet reporting deadlines and maintain accurate records.
- Proven capacity to build and sustain effective working relationships with partners and staff.
