About the Organisation:

MEARL HUB AFRIKA (MHA) is a regional research and innovation organization dedicated to advancing Monitoring, Evaluation, Accountability, Research, and Learning (MEARL) across Africa. The organization partners with governments, international NGOs, UN agencies, and civil society to promote data-driven decision-making, innovation, and sustainable development solutions.

MHA focuses on building local capacity in MEARL systems, supporting program evaluation, and fostering collaboration among development partners to strengthen the impact of humanitarian and social programs.

Job Description:

The Head of Business Development & Partnerships will lead MEARL HUB AFRIKA’s resource mobilization, fundraising, and partnership development strategy. The role focuses on expanding MHA’s donor base, strengthening institutional partnerships, and positioning the organization as a thought leader in MEARL innovation and applied research across Africa.

This position requires a dynamic professional with a strong background in development cooperation, international fundraising, and strategic leadership.

Key Responsibilities:

  • Develop and implement a comprehensive business development strategy aligned with MHA’s 2026–2030 Strategic Plan.
  • Lead the design, review, and submission of high-quality proposals and bids for donor-funded projects.
  • Build and maintain strategic partnerships with donors, UN agencies, governments, and INGOs.
  • Oversee donor mapping, opportunity tracking, and intelligence gathering to identify new funding opportunities.
  • Represent MHA at high-level donor, partner, and networking meetings, both locally and internationally.
  • Supervise and mentor the Business Development team to enhance capacity and performance.
  • Ensure compliance with donor requirements, reporting standards, and institutional policies.
  • Support MHA’s visibility and reputation as a regional hub for MEARL innovation and excellence.

Qualifications, Education, and Competencies:

  • Master’s degree in Development Studies, Economics, Social Sciences, International Relations, or a related discipline.
  • At least 10 years of proven experience in fundraising, resource mobilization, and partnership management for INGOs, UN agencies, or research institutions.
  • Demonstrated success in securing major donor-funded projects and grants.
  • Strong leadership, negotiation, and strategic planning abilities.
  • Excellent communication, networking, and team management skills.
  • Experience working in both anglophone and francophone development contexts.
  • Bilingual proficiency (English and French) is a strong advantage.
  • Strong training and facilitation skills, with the ability to guide and mentor teams.
